Based on the results done in the mission 2.1.1, objectives of the follow-up mission 2.1.2 held on the period 23rd - 26th March 2015 was to finalise the legal assessment report and provide a first set of recommendations for the drafting of the future Law for Inspection on Environment. Croatian expert Ms. Anita Pokrovac and Dutch expert Mr. Steffen van der Velde had several meetings with the local experts from State Environmental Inspectorate, Ministry of Environment and Physical Planning, Technical Assistance Project "Strengthening capacities for implementation and environmental legislation at local level" and one site visit to an IPPC installation (Alkaloid) together with experts from mission 1.1.2.
It was agreed with the beneficiaries that 2 options for the new Law will be discussed, one based on the premise that the current distribution of inspection competences at central and local level will remain, and one based on a more efficient, centralised inspection system, based on EU Member State experiences.
Conclusions of this mission will be taken into account in the legal analysis made in mission 1.1.2.
Agenda for next mission 2.1.3 and approach for further follow-up missions related to drafting of the new Law on Inspection on Environment were discussed as well with the RTA.
