In the period 2nd - 6th March 2015 Croatian expert Ms. Anita Pokrovac and Dutch expert Mr. Wybe Douma made a first assessment of relevant national legislation, and its compliance with relevant EU legislation, in the fields of air quality, water quality, IPPC/IED and Seveso, in particular those parts relevant for environmental inspection and enforcement implementation according to EU standards. This was done through meetings with relevant stakeholders from State Environmental Inspectorate-SEI, Ministry of Environment and Physical Planning-MoEPP, municipalities (local authorised environmental inspectors) and review of documentation provided by them and the Twinning office, including outputs from mission 1.1.1.
As a result of this mission and its follow-up (mission 2.1.2, 23rd – 26th March 2015) a legal assessment report will be delivered and part of it included as part of the assessment report of mission 1.1.2., including conclusions related to the drafting of the Law for Inspection on Environment. Document will include: (i) structure, (ii) key points to take into account in each of the chapters/articles when drafting it.
Agenda for mission 2.1.2 and approach for further follow-up missions related to legal assessment and drafting of the new Law on Inspection on Environment were discussed as well with the RTA.
