During the mission that was held in the period between 23rd to 27th March 2015 Spanish experts Mr. José Francisco Alonso Picón and Mr. Iñaki Bergareche completed the legal and institutional assessment of existing administrative capacities for enforcement of environmental legislation at central and local levels started in mission 1.1.1, through inclusion of considerations from missions 2.1.1 and 2.2.1, site visit to an IPPC installation (Alkaloid), review of answers to a questionnaire previously submitted to relevant stakeholders and review of documentation provided by them and the Twinning office. First complete version of legal and institutional assessment report was prepared including review of environmental inspection at central and local level including key elements of environmental inspection responsibilities, highlighting strong points, weaknesses, failures in the implementation of the relevant Directives (including IPPC/IED, air quality and water quality framework Directives), and opportunities for improvements and reforms within the current inspection system.
The legal analysis took into account the conclusions of mission 2.1.2.
