22.4.2016 | Fifth Steering Committee Meeting 22/04/2016

The fifth Steering Committee (SC) reviewing the progress of the project in the period between 12th of January and 11th of April of 2016 and discussing the programme until the end of the project (till 11th of August 2016) took place on the 22nd of April 2016 in Skopje with presence of the Macedonian, Spanish and Dutch Project Leaders, Ministry of Environment and Physical Planning, CFCD, EU Delegation, Secretariat for European Affairs, Technical Assistance project “Strengthening capacities for implementation of environmental legislation at local level” and the project team.

After the welcome words by the Macedonian Project Leader, Mr. Firus Memed, the Spanish Project Leader, Mr. Alonso Picón emphasized the excellent progress done in last 3 months, with the implementation of large number of missions, finishing all the supporting materials for inspectors and operators previewed in the project, and starting with the training programme that will continue unti the end of the project.

Minutes of the Fourth Steering Committee meeting were adopted. During the meeting Quarterly Report 5; Operative Side Letter 6; and main outputs delivered in the last quarter for the assessment of the Steering Committee were presented by the RTA. General project progress was assessed as good. Main outputs were listed: up-to-date SEI website & visibility actions; finalised Inspection manual; finalised sector inspection checklists & factsheets (12 sectors); trainings on industrial processes, and first pilot inspections; draft Law for inspection on environment ready to be sent to Parliament; finalised proposals for indicators to evaluate inspectorate & inspectors; updated SEI’s BPMS assessment & proposals for next steps; information to be provided to industries, template of publicly available inspection report; report with recommendations on soil pollution prevention, control & management; report about inspection duties related to EU legislation on shipments of waste.

The success in the endorsement on time of the Addendum 2 and in the implementation of the last study tour, to The Netherlands, was as well presented.

It was again discussed that there is a need to harmonize the current Law for Inspection Supervision and the draft Law for Inspection on Environment through a continuous dialogue of all the institutions represented in the Steering Committee with the Inspection Council, and support was requested in this sense by the project team. The representative of the Secretariat for European Affairs (SEA), Ms. Nadica Andonovska, informed that the EC concluded in the corresponding sub-committee meeting that the draft Law for Inspection on Environment should be approved within 2016, so SEA will support the endorsement of the Law. Mr. Memed requested to have written information on this subject, to use it to support the legislative procedure.

The meeting held the same day with the Inspection Council just before the Steering Committee meeting was as well commented, with feedback from that institution on the proposals of further cooperation expected for the following week. It was suggested to prepare minutes of that meeting, and to provide written information about the example of the Dutch Inspection Council.
